So I'm new to this whole SEO optimization process. I've been told to use Google Keyword tool, but for some reason I don't think I can use it until I've completely set up a Google Adwords account with a budget and an Ad all set up, in place, and ready to go.

Now why would I do that when I don't even know what keywords I am shooting for?

I'm a complete noob at this and I could use some help.

I'm not looking to spend money on a keyword tool.

The keywords that I find, do I place them in my post titles? In the page? Where?

    Keywords Research depend upon your website, means what about your website? what you provide? What services you provide? Etc..... Contact any seo company and told then to analysis your website and search keywords. You can also use google keyword planner, which is free, you don't need to spend any money for keyword research. Thanks

    No you don't have to. I'm not sure why you can't access Google keyword tool without setting up a budget and ad but it's a great free tool and the only one you will need for ages to come in terms of searching for keywords.

    Place your main phrases into your website's title. Place the equally important but lower searches/non-main keyword phrases into the individual pages (wherever applicable). Variations of it in your main website content. (referring to both static sites and blogs)
