Domain inactive -- hope to buy it when it expires?

I have a domain somewhat like cash4guitars.com. I see that cashforguitars.com redirects to another domain in the same industry, such as themusicbiz.com. But, upon redirect, themusicbiz.com never loads. So, cashforguitars.com might become available?
What is best strategy?
- contact the owner of cashforguitars.com (hypothetical name) to make offer
- make offer through godaddy or whomever
- register with godaddy or whomever to pay $25 and get in line for an auction if the domain expires
- wait for the domain to expire and try to register it
The latter is my preference, but don't they drag that out for a weeks/months after a domain expires before you can actually register it? Plus, somebody else could nab it at an auction or something?
