Q: about getting indexed (probably not what you think)

I typically put in the work to build out a site and then begin to work on submitting for indexing. Rather than, say quickly getting a default page, a few articles posted and linked up (internal) and then build out after submitting those for indexing.

Anyway...

With that said it seems like each time I do it like this my Legal Information and Privacy Policy pages are consistently always the first 2 pages that show up when I check for indexing (ie, searching on "site: mydomain.com").

Is that normal?
Is it a negative? (I expect my main index.html page be at the top of that search result)
Or just not that important in the overall scheme of things?
