Page of links - a good choice for SEO?

Hey guys, please access this site: hxxp://corpoeestetica.com/,
look in sidebar, the section "blogroll", I did a fast search in whois, and the registrant name of most this domains in "blogroll" are the same guy (probably he is the owner of all this sites).

These sites, all of them, ranks well for many kws.

I didnt research the backlinks for each site of this guy, but my question is, what do you think about a page like "useful links"?

I can put for example 6 links in that page, and 3 of them to another of my sites, not more than that, and a sinopse of each site under the link.

I wont hide my identity from Google, I think thats no problem to indicate some sites of mine related at the niche, and all sites with good content, low dropout rate etc.

I think a possible problem of this strategy, can be some PBN (just to clarify: I know how to work with PBN, I was punished in the past, so now I just build real sites with relevant content, the sites include adsense, GW, all with my name, I survive all penguins until know) that links for some of this same sites.

ps: In the past, I've tried to hide from google, not anymore.
