    These are so generic that it's very hard to rank them. For example, what's an "optimized website" and what's the opposite of that? What kind of blog content and guest blog sites are you talking about? Social media doesn't have direct SEO value, but do you have audience that likes your stuff?

    You know, it all depends on where you're starting and what you're doing. Each individual activity may advance your goals, or it might be worthless. Except maybe for the last one, I've never seen social bookmarking that really works in this context.

    For example, if there's obvious severe problems with the on-page stuff that's usually an easy fix. Checking that your site actually targets the country you think it does is another simple task, but one that may end up being very important.

      Well most of our clients are service based, a contractor for example, who might have one address but service multiple locations.

      We create content for the other service areas but find that this is not enough to show up for every area. Would time best be spent creating blog posts on site? or finding local themed websites to get a backlink from? or would building a private blog network or getting links from some be the best way to spend time?

    1) Optimize Website
    2) On Site Blog Posts
    3) Google+ Listing
    4) Links from Local Websites
    5) Off Site Blog Posts

    7) Links from Social Bookmarking Websites

    This is one of the most succint guides for local search factors I've found and there are over 50 very specific ones:

    That is, if you're talking about map listings with "local search". In that case, there is far less emphasis on blog and PBN links, and more emphasis on building citations, ensuring consistency of NAP information, etc.
