    They never did lol... If you are going to do link exchange then at least do it right and avoid reciprocated links e.g. link A -> B and Link B -> A... That wont work!

    Also avoid the situation where the reciprocation also becomes a link wheel... In otherwords minimize your footprints and dont let G crawl links which leads to reciprocated links being discovered!!!

    Link exchange is not a bad thing if it actually makes sense in some way (ie it makes sense for your site to link to the other site naturally). But if your entire link profile is just spam links and paid links and link exchanges, maybe Google will get suspicious and punish you.

    No, because if links are shared they're automatically solicited or agreed to in some way - not an unbiased referal of someone's content.

    They won't be penalized, but you won't get praise by Google either.

    Also, are you using anchor text, or just a site link "here" or "this", etc?

    No Google does not allow link exchanges. It has been marked as spam technique. Though people are still using it by keeping it 10-15% of their total links.
