In the article Google's Matt Cutts: Duplicate Content Won't Hurt You, Unless It Is Spammy

Matts says that you shouldn't worry about duplicate content, but I have sort of a unique scenario. My client runs a business where they have about 60 markets (franchises) and they want to start writing blogs posts for all of their markets. They would then publish a single post on all of these markets blogs pages so it would be duplicated across 60 pages. Now all of these pages are from within the same domain www.example.com/{ { marketName } }/{ { post title } } of course some of these markets create there own posts but also a lot of them dont. So will creating a weekly posts for all their markets eventually hurt their SEO because it is a lot of duplicate content after a while.

It would might be helpful for u and ur client to understand first how google classifieds "content", that would answer lots of your question. I'm on mobile and don't have reference with me- u need to google for it. Regards Leatherman

    That's all 100% duplicate content.

Bad idea to have 60 duplicate pages on a single domain, let alone multiple domains.

I have no doubts Google will bury all 60 pages in Supplemental SERPs.

Did you read all of the text on the page?

In a video posted today, Matt Cutts answers, “How does required duplicate content (terms and conditions, etc.) affect search?”
He is talking about duplicate content on required pages such as Terms and Conditions, Privacy Policy..etc. I don't know that he is talking more specifically about inner pages themselves. I'd still try and keep it unique if it were me.
