Yes, its still effective if you able to find out good authority sites and post on them then. Low quality links doesn't help you a lot but able to create frustration for you.

There's a huge difference between a, say, well-managed press release directory, and an "article submission" site with no editorial policies. The latter is very likely a cesspool of spam.
