Your question makes no sense. It's impossible to even understand if it's about Intellectual Property, IP addresses, or something else.

Who told me this? An ex Google web spam engineer.

    What's your excuse?

Explain what the heck do you mean, or google your own question. You're not making any sense. That first post is gibberish. "How can SEO is responsible for the IP issues in SEO" does not even resemble a coherent sentence.

Apparently that doesn't stop the mentalists and telepaths from trying.

IP really matters while creating back-links for any site.
If you continuously use the same IP for creating the back-links then it will not put the actual effect.

yes, IP really matters. Actually in SEO search engine keeps track of the submissions that from which IP the posting have been done. And if one IP keeps posting rigorously, then there would be high chances of spamming. Hence it has to be considered that different IPs has to be utilized so as to avoid spamming and literally get the SEO in proper track to be in a considerable stage.

This answer fits the question perfectly. It makes no sense, and seem to get a few concept wrong while still being mostly impenetrable gibberish.

Wow. You are so full of crap. There is no truth to that at all. It's not even possible for search engines to do that.
