I dont think you will automatically rank better, but Google will be able to connect your presence elsewhere on the web to your website and maybe rank you better if you do good stuff elsewhere (Youtube etc.)

Also - you will rank better for those following you.

Google + is owned by Google, so it would be a logical deduction that they will want to give websites with very strong Google + social signals some form of SEO boost.

It's not a magical solution in that if you do it you will definitely rank well, but hey, if you have a local business Google + page, then your customers can find out more details about you even on Google itself if they search for your brand name, and that gives a slight boost to credibility as well. So just use it, but it's not a magical solution for sure. It's a good tool though.

I have definitely noticed a difference in SERPS after setting up Google+ pages. But, you can't set it and forget it - keep it updated or it does no good!

It isn't. This is another one of those hyperbolic claims that have gone totally over the top. Sure, Google+ allows some stuff like targeting local and posting to your circles, but in the end it's just another social media service that gives you nofollow links.

If you've got people in your circles they're very likely to see your Google+ posts in their search results if they happen to be searching for something related.

As you can see, there's one-line posters with phrases like "Social Media SEO". That's just bonkers.

Links in signature will not help your SEO. Not on this site, and not on any other forum.

Google plus own by google. I think google has given some credits to google plus links. As well as that profile description section links are dofollow.

All the post of Google+ is crawled by Google Bots, but post of facebook is not crawled by bots. This is one of the main reason of using G+

It's not that simple. Google+ seems to have somewhat better structure, but there's nothing to block Google from crawling Facebook pages. And that's what you're using for visibility, not posts under your individual account.
