It depends on the type of campaign you are targeting if the campaign is long tail and with low competition you can get results but if the competition is high you need to have a different campaign .

If you're looking for long term safe. I would stay away.

But I agree with @mairsol it just matters the difficulty of the link.

Best way, publish top quality resources. Then outreach to promote these resources. It takes work. But you'll rank higher for longer.

I think it Seo ways and techniques always changes with the time and type of campaign and competition .

It does work if you know what your doing. If you are using spammy links for any of the tiers then you must use anchor text diversity and never directly link to your money site!
