Which particular website? Do you think that we can read your mind?

As other users already pointed out this all depends on the case. If you're targeting easy and/or long-tail keywords you can probably get something done by building a bunch of decent backlinks or optimizing your content and link structure better. If your keyword has fierce competition prepare to spend $xxxx/month.

As per the current industry standard, 10000 to 15000 INR is what the range running with almost every industry. Somewhere + or - is there. Some competitive industry might have a higher value of cost ans some as low.

Cost of an SEO project depends upon what the client requires:
1) Client may say that I need 200-300 links after just a month, that's it. The cost would be towards creating the total number of links.
2) It can also be that the client wants his project to be an on going one and then a lot of calculations would come into effect. The number of keywords chosen, the business module and several other factors need to be considered.

Generally, it is considered between $100-$1000 but then again the factors are taken into account.

To be honest, this is going to depend on a variety of factors. Many freelance companies have their own ways of determining how much they are going to charge for the work, but you will pay for results and for the time that someone is going to spend on the project. One thing to keep in mind, while paying a low price for a freelancer might seem to save you money now, it is going to hurt you. Most of these lowball freelancers are brand new, do not know what they are doing, and some will just run off with the money you paid them. I would suggest spending more now in order to make more later with a reputable company.

What I would suggest is going on a freelance site and trying to find someone who would be able to work on this project for you. There are a lot of different options that you can pick from. Elance is good, but they are starting to close down so unless you post the job in the next few days, you are going to be out there. Upwork can work as well depending on if you want someone who is more technical related or someone who can write for you. Take a look at the different options to see where you can find someone.

Also, make sure that your project description is really complete. Like list off what you are looking for, what niche you want to stay with, perhaps have the keyword and put in the budget that you would like to stay in. This is going to allow freelancers the option to go with you or not and will save you a ton of time since you will not go back and forth as much. When the freelancer has a good idea of what you are looking for, they will be able to give you a fair price to make this easier.

Why is the client telling you the competition? Competition analysis should be one of your (very important) tasks. "How much" is meaningless until you know how competitive (how much work is involved) the keyword(s) are. You need to look at the backlink profiles of the top ranking sites for your keyword(s). The competition level means the difference between hundreds or thousands of dollars per month in SEO fees. And first you said to rank in India, now you say to rank in India, USA, Canada, US (I hope your realize that "USA" and "US" probably both refer to the same thing - United States). Ranking in Google for multiple countries is usually a lot more work than ranking in a single country, so there's that to consider (if you rank high in Google USA, that (usually) doesn't mean you'll rank high in Google India (and vice-versa).
