As far as I know you should not overload your content with keywords. You need to keep that as natural. In other words you need to find out something what will be acceptable as for SE as for page visitors (humans).

Mainly SEO on page consist with:

1. Title Tag
2. Meta Description
3. Meta Keyword (in 2015 it has no extra value, best to avoid it)
4. Heading Tag (H1 most important then H2 & H3 others are usually not used)
5. Image Alt Text
6. Internal Linking
7. URL/Permalink Structure
8. Anchor Text
9. Content Optimization
10. Page Loading Speed
11. Google Search Console & Analytic
12. Canonicalization
13. Multi device friendly
14. Robots.txt
15. Site Map

If you follow those element properly then you can do best on page optimization.

There are some great answers above, a good way to teach yourself this is to use the SEO pressr Wordpress plugin and service. I hated the service I received from the company, but optimising Wordpress posts using their system taught me a lot and created some good habits - I then cancelled my monthly membership ($3?) and now fly solo ;-)
