Question About Natural Link Velocity

I'm sort of caught in a mini dilemma concerning Link Velocity. Well, the deal is that I'm building backlinks to a website that has 0 backlinks but it's at least a couple of years old. I want to build backlinks at a natural rate according to Google.
The first problem is I don't know how many backlinks I should start off building per day and how often to increase and by how much. The more confusing problem for me is that these links that I'm building mostly do not show instantly, they usually need approval or some other sort of moderation process.
Therefore how can I plan a natural Link velocity based campaign if I don't even know how many actual Backlinks I'm creating?
