I doubt that an IP could affect the page rank. You should check where you are putting your links, because maybe you put them in places that also link to gambling and other sites that can get your ranking down.

Some times bad neighbourhood will effect to your rankings. If your server’s IP address is flagged for spam, it may hurt all of the sites on that server.

Any reputable host will have zero bad neighborhoods.
They don't put up with such nonsense. They can't
afford to, and they're not stupid.

      Think offshore, outside USA.

IP comes into effect if it's located in a country that is full
of spammers, scammers, cheaters, liars, thieves, and
criminals. Like turkey, pakistan, india, china, russia, ....

It also has the effect of being a quasi-target for country of
origin. If I was targeting UK, dang straight I'd have a server
      in the UK.

Those two ways above, IP could have a huge effect.

Paul is not entirely wrong in his rant. The country code in IP addresses is much less important now than it was at some point, and many sites are actually hosted from Content Delivery Networks that know no boundaries. However, I'd get hosting from the country that I'm targeting.

I find it likely that the server speed is stronger factor than IP geolocation. This may not be the real issue you're facing.
