Same as optimizing a web page. Match the title of your video with what searchers are looking for. Use a keyword tool for this one.

  Ranking on YouTube is very similar to ranking in Google.
  I wrote a very detailed guest post about ranking YT videos here.
  
  But here's a quick summary.
  
  #1 Focus on solid on-page optimization (ensuring YouTube understands what keyword you are ranking for.
  
  Factors of on-page optimization are:
  - keyword in the title
  - keyword in the file that you upload
  - saying the keyword in your video
  - using the keyword in the description box
  - using keywords in the timestamps
  
  and there's a few more
  
  #2 Off-page optimization
  
  This comes down to people linking to your video, commenting, sharing, and engaging.
  
  Think of these as popularity votes. The more votes you have is a signal to YouTube that you deserve to rank higher.

  You don't say. You left out only half of the YouTube ranking stuff... Or rather, decided to call it "off-page" for some reason.
  
  Engagement is in the core of YouTube's engine. You need people viewing the video (not just clicking it open), comments and thumbs up/down. Those are the popularity votes. Of course titles and descriptions do matter, but YouTube tries to boost videos that cause some sort of activity. Being controversial or even getting somewhat negative feedback seems to be about as good as positive. Engaging content means more ad views for Google.

  This is very accurate. From everything I have read elsewhere on getting noticed on YouTube, their algorithm gives the same value to a thumb down as it does a thumb up. In this respect, it does not matter if they like it or not; what matters is that you drive them to engage with you. Just don't push so hard you get flagged.

You need both Onsite and Offsite Factors to Rank Well in Youtube.
Onsite Factors:
Relevant Keywords, Title, Tags, Save Video using your main kw eg MyKwname.mp4, Video Transcript: YouTube uses the transcription to rank your video. To help YouTube get a summary of your video you can include the targeted keywords in the transcription, Channel Authority.

Offsite
views and video retention, comments, likes favorites, subcribers, shares, Thumbs up and down as well as Backlinks

Views that is all you need. High quality retention views.

Ranking on google is slightly different but its still about views.

YouTube SEO is the SAME as Website SEO! Just be sure to have unique description, strong title... And build some High Quality backlinks!

try to follow these steps
keyword in the title
- keyword in the file that you upload
- saying the keyword in your video
- using the keyword in the description box

When the audience search for a particular video they usually use specific keyword phrase so Youtube will provide hundreds or thousands of videos that are related to your query. To outrank your competitors videos you need to have a more interesting, unique, and has not been viewed by the people which will generate a viral content or a trending video.
