Well almost all the websites which provide backlinks data can be used to detect the bad links like you can use TF criteria from majestic seo, or you can also use a free trial of moz which also provides the detailed statistics about your backlionks profile..

There is non of tools for analyzing backlinks wheatherlinks are good/bad.You have to analysed Manually.

First of all collect all of your backlinks from Google webmaster tools and other tools(ahref, opensiteexplorer, majesticseo)as well.

SpyGlass from SEO PowerSuite is my favorite one for regular cleanups - it collects your backlinks and also imports those you have in your Google Search Console or GA. To see the actual presence and the statuses of all backlinks (dofollow/nofollow) you can update them in real-time. Then you can check the most common factors like PA/DA, anchor details, various factors for linking domains and pages, etc., and based on that calculate the Penalty Risk - it pinpoints potentially harmful links. Throughout the process you can move any toxic links to disavow list and in the end export it right from the program to upload to Google Disavow tool at once.

There is a free version (not time-limited), not sure if you get the full data though.
