Keep seo as site moves and changes?

Hi All, I'm new to SEO. A friend has a website they want to update and modify to a new domain and new host. The old site will stay live while they build the new site. My friend wants to transfer the SEO goodness to the new site. I've done a bit of research and it looks like if the new site is significantly different (new text, new links, etc), then they'll have to recreate most of the SEO elements on the new site. Do I have this right?
I found some SEO articles that said if the site doesn't change when moved, then you can do various things to easily transfer most/all the SEO goodness to the new host and/or new domain and/or new IP.
The more a site is changed from the old site, then the more work to recreate the SEO goodness.
Is my understanding correct? Or am I off the rails?
