I am trying to find reviews in a website that uses structured data to display review count and stars. I want to Google search to return only results with reviews rated between 1 and 2 stars. Does anyone know if search operator is capable of targeting this type of data and what is the correct search syntax to use?

Thanks

There's nothing that will parse schema code to Google SERPs.

Look at the Google Cache (text version) for one of the star rating pages & look for on-page text footprints. Next search the footprint in double quotes combined with a site: search operator.
