    Hey Paul,

Generally speaking, you don't want to put other people's links on your site. The more links you have pointing away from your website, the more your Google PR drops.

The only time I recommend backlinking elsewhere is if for example you make a blog post about a specific topic and then want to embed someone's very relevant YouTube video and maybe a very relevant Wiki link. Generally speaking, I will only backlink to the biggest authority sites if they have very relevant content.

Google will see you are making a quality post about a specific topic with relevant links pointing to authority sites and this should help with your SEO ranking.

A backlink is essentially a hyperlink pointing from one website to another. Backlinks are incoming links to a site or page from another source. One of the most important factors is the number of backlinks a website has, considered a vote from another website.

Furthermore to agarwalaman404's comment: Getting a backlink on another website is essentially a vote for your site, but there are varying degrees of how powerful that vote is.

Consider a real life scenario: You want to become CEO of a company and you get 100 of the warehouse workers to put a good word in for you. Will you get the job? Likely not because those 100 warehouse workers' support are not very relevant to becoming a CEO (maybe a warehouse manager) and their support is likely not valuable to the decision makes. In another scenario, you get the support of 3 people who happen to be the CFO, VP and President - chances are you will get that CEO position because their support is relevant to the job and they are powerful entities.

In the online world, getting your link on a website that's not relevant to your content and/or has little authority themselves will do very little for your ranking. So, you want to get your link on other sites that are very relevant to your content and are authoritative sites. A great example of an authoritative sites is wikipedia, but good luck getting there. Try and get on .gov and .edu websites - they're a good start!

I highly encourage you to link out to useful, quality resources that relate to your content.

This page is a little out dated, but the reasons are still sound, and Rand Fishkin explains it way better than I could:

Moz’s ranking factors study found a correlation between outbound links and higher rankings.
Link to at least 3 quality, relevant resources in every piece of content that you publish.
That will show Google that your page is a Hilltop Hub.

Think of a backlink as someone mentioning you.

If a lot of people mention you while talking about a specific topic, this would tell google you must be useful for that topic and have a high chance of providing the searcher what they are looking for and they should lead others to you when they search for it.

As in real life, some people have more credibility than others.

Your doctors recommendation might weigh more than your uncles when talking about health - in your eyes he is an authorative figure in this category.

That would be the same as one website's backlink being worth more than anothers.

It is more complicated than that, but this is the general idea.

When ever we talk about SEO, we divide it into on site and off site SEO. Off site SEO mainly contains backlinks and social signals. Specially, to boost your ranking in SERP's you need to get quality links from other authority sites.

To build quality backlinks to your Site use following steps:

      1. Submit Guest Post to Other Blogs (List of Blogs to guest post)

      2. Comment on do follow blogs and make sure these blogs are relevant to your own blogs. They might not carry too-much of link value, but it will still be beneficial for overall link-profile of your blog.

      3. Start Relevant Threads in Forums and Link to Your Blog Posts

      4. Link to Your Blog in Your Forum Signatures (Only high quality forums)

      5. Social bookmarking is also considered as backlinks and you should target following network: Google plus, Twitter, Facebook, Pinterest to name a few.

      6. Make Use of Discussion Boards by Linking to Your Blog in threads.

      7. Make Use of Blogging Communities by Submitting Your Blog Posts to Them, some great places to start are Blog Engage, Inbound

      8. Ask Questions related to your blog in Answer Sites like Yahoo Answers and Link to Your Blog in your questions

      9. Answer Questions in Yahoo Answers and Cite Your Blog as the Source

Technically, backlinking helps others to locate or to direct viewers to your website. You need to take considerations that there are some rules applied to it as well to avoid being banned from other websites (such as spamming and the like), especially Google can also ban you from doing such.

Good backlinking in relevant topics would elevate your website especially if the backlinks are useful and relevant and if the page it is highly optimized. This is also to avoid spam when searched thru search engines.

Why Backlinks? because SE put weight on what other sites say about your link popularity. The main reason they do is because the webmasters can’t be really trusted. It’s human nature to try gain every possible advantage in search engines and because of that they try to trick them with information they put on their pages in other words they spam the search engines.

Unless you are backlinking to authority sites eg Wikipedia and Webd, otherwise it wouldn't add value and you would be diluting the link juice to your site.

Backlinks are the backbone ranking factor in search engine algorithm. Now search engine did define types and values of backlinks. Moreover search engine has distributed the worth of valuable link (do-follow). Its not okay in any sense, if you are linking the part of information irrelevant. Relevancy is a major sensible ranking factor search engine count as fresh juice, and announce it as authoritative page, if specific website deserve.
Now come to your point, as i made a previous explanation to define qualities of backlinks. You are talking about what you will get by linking other people content. Its depends what type of content you are linking. In order to get juice as you are expecting, you need to focus on some mandatory points:
    1- Relevancy
    2- Authentic content
If you fulfill these two major points, you will surly get link juice by mentioning other people content in your website.
