Divo makes an excellent point. If your prospective SEO consultant is asking a lot of questions that's usually a good sign. Everything depends on the situation and the goals.

I've had a few cases where few hours of on-page work made all the difference, and nothing else was needed at that point. However, in all of those cases the companies had been running for ages and had good enough backlink profiles, but their sites were underperforming to the point that they actually were the bottleneck.
