    I'm assuming were talking about blog comments generated by some "SEO-SPAM" tool.

    What are your goals, do you want long term rankings, or do you not care if you get a manual action on the first review of your site? Are these difficult keywords to rank?

    Most blog comments are not followed and they're usually at the bottom of the page, so these links are trash.

    Big companies don't build comment backlinks.

    If you are doing whitehat seo on the money site and your tier 1 is whitehat, then there should only be a handful of comments on the tier 1. Tier 2 should ideally be pretty clean as well. I wouldn't start building spam links until Tier 3 and in 6 months you might be wondering why your site has a thin affiliate penalty.

    If you don't care about the domain and you're willing to just take the content down and move to a new one at some point, then comment spam on tier 1 is fine. Heck, just spam the money site.

    I'm not saying a TAP will happen because most people get away with it, but if you're going to spam there's a real possibility.

    I was going to do the comments manually, so thats why i was wondering in what tier should i use them
    and if they provide real value if they are placed in good websites with high PA DA

      You can do that on any tier but don't expect results. Manual, relevant comments are safe on any tier but I would highly suggest the reason you build those would be traffic or relationship building and not SEO. So concern yourself with the traffic/readership of the site, not the DA/PA.

      Edit: To be crystal clear about this. If you, as a human, are building a link that is helpful to people in some way, and the goal is not SEO, then you are totally safe and you can do it all day long. Contrary to what most people believe, Google does not care if you build links. Google is not the internet police and there's certainly no Google law against building a link. The Google SEO Cops are not going come and throw your website in Google Jail because you left a helpful comment on some dude's blog. You cross the line when the goal of that link becomes manipulating Google rankings. Shift the focus of your links off keywords and you are fine, the anchors should be you, your brand, your product, your idea, your helpful tip, or something generic with a high click rate.

    Even forgetting about the usual spammers doing blog comments and that sort of thing...

    There are two very solid reasons why blog comments should never be one of your tiers. First, they are generally very weak links. They are about a step above footer and sidebar links. They are not very strong to begin with, no matter how strong the page is.

    Then there is the second problem. If a page is accepting comments with links in them, every other comment they accept on the page makes your link weaker. The more links that are on a page, the weaker every link is.

    That is why I would never use a page that I do not control in a tiered linking structure.
