Site Wide Footer external link - Is It a risk?

I want to do link exchange with other site, he is offering me footer side wide link to my site.
This site has about 50 indexed pages on Google, this site has strong seo data that can help my site.
My question is : is this footer side wide link can harm my site? Does Google can penalize my site for this ? Or because its a small site it won't harm my site's ranking? Is this risk free?

    The reciprocal link would be a bigger issue than a footer link.

        It's considered a link scheme.

        Linking to you for linking to me is crazy in the first place.

        It's an unnatural link.

        Now sites do not care about google. They get enough traffic
        and promotion, even beg people to link exchange. Like I
        said, these places could care less what google thinks.

        As far as sitewide footer links. That's a tip off to a link rip off.

        Any noninternal site wide link, is suspect.

        No link broker worth a dang will ever buy or ask for a sitewide.
        And no fool should ever sell one, unless it's for a bundle.

        I once sold a site wide search box for $600. Different animal, really.

    If the website isn't banned or blacklisted by Google, it shouldn't be such a big problem.. if you see something fishy with your ranking, just disavow those backlinks!

    Thanks all for your replay! If ill ask the webmaster to add this side wide footer link with "no follow" tag? is that better solution for the traffic matter ?
