How does Google differentiates between the search phrases

I will use this domain name as an example, but this scenario will work exactly the same if I was using my own domain name. If I had the domain name candles dot co dot nz. I would rank number 5 for google search for “NZ Candles”, but I would only rank number 19 in Google search for “Candles NZ”. The only difference is the order of the words has been swapped around.

More people would search for Candles NZ instead of NZ Candles, how does Google differentiates between search phrases even though they mean exactly the same? How would you improve the search results for Candles NZ?

Anyone help would be much appreciated.

That is stupid. The number of results in the index has NOTHING to do with the competition.

To the OP, anytime you change two words around you are likely to get different results. It's a different phrase.

"NZ candles" could be someone searching for candles featuring NZ where as "candles NZ" is more likely someone looking for places that sell candles in NZ.

    What Mike said.

Plus whether you're searching in the New Zealand Google or a different one.

Whether or not you're logged in to your Google account.

Whether or not you've allowed them to take account of your search history.

And lots of other factors. Even for the same search from the same IP address.

Improve the results over time with on-site and off-site SEO. Start with the basics and allow time for things to take effect.

Nobody in their right mind would ever search for

      nz candles
      or
      candles nz

So you don't need to worry about that.

Google takes into account you, your history, news, location,
      time of day, logic, etc.

I can only guess, as does google.

NZ candles might mean you are looking for candles made
in new zealand. The other, who knows. Could be considered
      a typo.

White bear might mean you are looking for a white bear,
bear white might mean a paint color.

People are most likely to search using a real phrase.
      Like,

where can I find handmade candles in Auckland

And any variation would not matter in this case.
      auckland handmade candles
      candles handmade auckland
      etc.
