Using a ccTLD as multi-country domain

Hi everyone,

I have a site translated in different languages, with a structure like:

domain.com (in English, targeting US, CA, GB and AU)
fr.domain.com (in French, targeting FR, BE, LU)
de.domain.com (in German, targeting DE, AT, CH)
nl.domain.com (in Dutch, targeting NL)
etc...

I was thinking about using separate domains instead of subdomains.

My problem is: if the French website needs to target France (85% of traffic), Belgium (14.5%) and Luxemburg (0.5%), should I use a .fr or a .com domain?

So, if it's an easy pick for single-country languages (like NL), I'm really unsure on what to do with languages like French, German, Spanish and Portugues that are spoken in more than one target country (with one country getting a much bigger portion of the traffic).
