Just When I Thought I'd Seen It All!

I was perusing some websites for moving companies in the NON 3-pack column on the left...probably about 23rd place for D.C...
...and I clicked on a website link for a mover that, instead of taking me to one of those generic websites with pictures of big trucks, it took me to a Craigslist listing for movers in D.C!
district of columbia > services > labor & moving
What was even crazier was the top listing there was someone who must have bought their ad today.
Because I have to assume that, unless Craigslist owns every moving company in D.C., Google algorithms would never allow a listing to be claimed like this? How does that particular company insure that they are at the top of that category in Craigslist every time someone clicks that website link within Google My Business Search?
