I agree with this. But backlinks should be earned, not solicited. In "ideal" speaking, naturally earned. If your content are of high quality, some high PR sites will naturally link to you. Earned.

With regard to the topic, I guess what the topic starter means, links in social media sites like Facebook are not seen by search engines...

Whereas in forum sites, especially those sites that are still "do follow" in their outbound links, they are counted by the search engines.

One example is Better Networkers Forum, their forum signatures are still "do follow".

For identifying it, you don’t require any advanced coding knowledge. Simple basic HTML can help you regarding the same. Link ‘rel attribute‘ defines the type of link and by checking this attribute you can very well judge whether it’s a dofollow link or nofollow link.

In both cases there is not much role of backlinks as you will get no-follow link in either case.

But if we talk about traffic then the social bookmarking sites will be the better option as it can bring enormous traffic to your post only if it is engaging and interested. There are lots of bookmarking sites like Reddit, Delicious, Stumbleupon etc. that can make your content viral in a short time.

As far as forum comments are considered you can build a good reputation through it as forum can showcase you as an expert in the respective field.
