Yes, you can. Is it worth it? That's another story.

How did you come to have a site with millions of pages that are not optimized?

  • Could you ask any specific questions. Yes, you can optimize and it would involve costs. You could ask for optimizing any specific on page parameter and then would get a proper response.

Sure, optimize the site structure & on-page SEO. Doesn't matter If it's 100 pages or 100 million pages, same setup.

Definitely you can, you just need to implement an SEO friendly structure. Millions of pages can be optimized by this way. Just work on the route and give it the SEO friendly structure

I'm going to guess that you do not have a website with millions of pages, so really WTF does it matter?

      It's on a shared host.

Shared host? It's time to upgrade to dedicated host! Shared host cannot take millions of visitors.

Shared host can indeed handle millions of visitors, but there are
really only a few sites that actually have a problem of
"millions" of visitors in relation to the majority of the web.

FYI: The internet runs on what people would call, "shared" hosting.

Millions of pages would be idiotic.

You probably mean places that have millions of things
that are on web pages generated on the fly.

No Joe Blow on this forum is going to have a site
with millions of real pages. Nobody in their right
mind does such a thing. Had to check wikipedia...
hubpages had less than a million pages as of 2013.

Millions would be 2 million or more.

Show me your site with 2 million+ pages, and I'll
show you con artist. Do you know how much
hubpages has to pay to keep up those million pages?
          Data, storage, CPU.....

Yes, you can optimize. On page and off page works both up to you. If you want to optimize millions of pages and if you have time, patience, and resources to do that, why not give it a try.

As others pointed out, yes you have. Site structure is the key. You need to identify the most important pieces of content, and come up with a structure helps you to organize the pages and channel the juice to as many pages as you can.

This site is totally hypothetical to us, and probably to you too. You can't get a better reply than "site structure" for this kind of question.

Who told me this? An ex Google web spam engineer.

      What's your excuse?

You can optimize any number of pages you want, at this stage, on page SEO will be more beneficial. And Select some of the important pages which can be much more beneficial for your business and start doing off page SEO for those too. Slowly and steadily you can grab good ranking in the search engine.
