Menus - simplified or keyword stuffed?

I'm taking over an existing site for a client and he says his SEO is disappointingly low. Looking at his site, it seems that keyword phrases are readily stuffed in page titles, URLs, H1s, and menus to the point where I don't think it is user friendly anymore and I want to simplify and re-organize some things but I don't want this to negatively impact SEO.

First I want to re-organize his menu structure. Currently it is:

Custom Cotton Shirts
Cotton Shirt Styles
Custom Sweatshirts
Custom Hats
Embroidered Patches
Custom Athletic Shirts
Custom Jackets
Custom Products

I want to reorganize it to be:

Shirts
--Cotton Shirts
----Cotton Shirt Styles
--Athletic Shirts
Sweatshirts
Hats
Jackets
Other Products

But, he wants to rank well for "custom cotton shirts", "custom sweatshirts", etc. So will I lose that by reorganizing the menu structure this way? Can I focus on page titles, URLs, links, etc. to boost "custom" and leave the menu and intro pages more simplified?

    Yes, get rid of the keyword custom on the site nav. links in the first example, it's extremely obvious keyword stuffing.

    Look into SEO silo structure.
