Help me prioritize my offpage SEO

I don't know where to start with my off-page SEO.

My business is a touring company and I'm trying to rank mainly for keywords "X tours" and "Hiking X" where X is my location.

What would you say should be the first things I should be focusing in?

In particular, where should I look for my link building?
I tried looking for travel business directories but they all seem to use no-follow links
