How Does a Site with 1 Backlink have a PR of 3?

This guy approached me for a link exchange.....his site is a PR of 3 but has only 1 backlink? And its not a good one at that? Am i missing something here?

    I have also seen some really new sites that jumped up to PR3 in as short as 3 months. Does huge traffic hasten PR rise? Because I have this feeling that they're using robots that simulate thousands of unique visits on their site daily.

    I had a site do the same thing. I was a little alarmed to see it too, but like a month later it went down to a 1. I doubt it will last long if there really isn't any substance too it.

    As kk said...

    It's usually done with a 301 re-direct, which not only redirects to the site, but redirects that site's PR along with it.

    Its very easy to get a pr3 from one backlink. Just need a backlink from high pr website

    3 of my domains got a pr4 from one backlink. But if your lucky enough to get a pr8 backlink like i did, then you will see the same thing.
