Easy local keyword freezed

Hi all,
are months that I try to remove a keyword from position 18 to the first page. This Keyword is local and with about 300 visits month, everything seems easy but it is frozen at position 11 and does not move. I'm assuming that this comes from the fact that the site is called just like the keyword (exact match). All competitor no have backlink or very few.
In your experience how should I proceed?
Change domain or insist?
