I think you're asking the wrong question. The question you should be asking is: how do I properly market a new site in a cost effective manner. The answer to that question would be: building social media accounts with real followers who like you and your site. This will generate traffic for your site and you will start to become known (authoritative) in your niche. This does not have any direct SEO benefit but it will be much easier to get links when you have become established and have traffic. If you have a brand new blog, nobody wants to link to you and google isn't going to trust your site.

Once you are established on social media, use it to communicate with other site owners and try to find opportunities that way, either figure out if they will accept a guest post, supply them with a ready-to-go article, or use the relationships as a channel to market your content.

If your site is at a quality level where you feel embarrassed about communicating with real people about it, then google will probably penalize it anyways so you need to fix it. Make sure your site and your content are not only presentable, but are likeable and will be something that people enjoy reading or seeing.

I would like to say that guest posting is one of the best ways to promote a new site/blog. You can also try reputable article directories that are well-received by search engines (some research is necessary here).

Commenting is another great way to get your blog up, but many blog owners don't allow promotional links. You must find the smart way to introduce a link to your blog in the comment without making it obvious that you are actually looking to gain back links.

Directories were something important at their time but now they're just history. So no, web directories shouldn't be a part of your campaign.

Social Bookmarking and Forum posts are also good strategies as long as you make sure the sites you post on have high page rank and are in good terms with Google and other Search engines.

the best source to get backlinks for a new site is from authority blogsites related to your niche. You can ask the owners for a guest post in exchange for a link back to your site or whatever method you want to use as long as you get the backlink.

These are the best sites for great backlinks but they are the most difficult to obtain yet they give great benefit to your site's long term first page ranking

All of those are piece of junk. This way is better, Create great content and ask yourself how to make visitors or others Blogger share your content or link to you? This is big question and of course you when you know exact the answer you are Wined.
