On Page Headings Best Practice

Hello Everyone!
I'm trying to explore some productive ways of building longer posts in terms of SEO.
There is a post I'm working on that currently has about 1600 words but will later expand to about 3000 words.

The current headings hierarchy is simple:
- Post title wrapped in H1
- All titles inside that post are H2

Since the post is getting longer I have decided to somehow make the navigation process less complicated for my visitors.

I have created links to all of the H2 categories in the beginning of that post. This way any visitor can jump directly to the topic he finds interesting.
That's how it actually looks:

<H3>Browse by Category: Click any of the links below to jump to the desired section: </H3>

- topic 1
- topic 2
- topic 3

I decided to wrap this title in H3 in order to differentiate it from all the post H2 categories.

This should result in better navigation for my visitors.
On the other side it doesn't look really good when H3 title follows H1 post title.
Will this damage on-page SEO?
