Your ultimate Goal is of course Making Money if your site offers services or products. From SEO point of view - provide visitors what they come for. Provide quality content to draw them to your site. Be specific. Measure your efforts, integrate Google Analytics to understand visitor behavior.

Start with both long tail and short tail keywords. Short tail keywords always takes time. So, its better to use both from the beginning.

  About to go to bed but, Yeah. The ultimate goal is either 1 of 2 things, either making money, or just being a dominate force because you can.
  
  I've seen some companies in certain niches (that I avoid) who just want to completely dominate the #1 spot and they don't seem to care what it costs, I doubt they make money doing it, but it's definitely effective at scaring everybody else away from trying to compete.
