Will multiple domains which are running on same code with same content affect SEO?

Hello Everyone,
I'm running my e-commerce website with two domains (Wholesale Box : Buy best quality kurtis, tops, dresses, ethnicwear, ladies apparel online in wholesale @ factory prices and Wholesale Box : Buy best quality kurtis, tops, dresses, ethnicwear, ladies apparel online in wholesale @ factory prices) on the same code.
Wholesale Box : Buy best quality kurtis, tops, dresses, ethnicwear, ladies apparel online in wholesale @ factory prices domain is for Indian market and Wholesale Box : Buy best quality kurtis, tops, dresses, ethnicwear, ladies apparel online in wholesale @ factory prices is for International market.
Now problem is that after running .co domain the ranking of .in domain is going down or overtaken by the .co domain in Indian Google search results
Is .co affecting the SEO which is done for .in domain?
OR
Is Google penalizing .in domain for the duplicate content or code?
Plz tell me what is going on in b/w these two domains ranking (SEO)
