question about backlinks? href disabled?

I was on a site and it said something like no spamming/no links "href disabled". I would assume that means that if you post a link anyway it wouldn't be clickable. If you post a link on a site and it is just the plain text and not clickable does that mean that it won't be detected/picked up by the search engine and a waste of time?

    I don't think search engines will pick it up when it is not clickable. If it is not clickable, there will not be
    <A HREF="http://www.yourdomain.com>Your Keyword</A>.
    So, it cannot be counted as a link by a search engine....
