I quite fancy trying one of these fiverr gigs as they are so cheap but have read many times on other forums that they can actually be harmful to your seo. Is this true of all of them or just some? Worth it or not?

Those SEO gigs will surely boost your rankings but only on short run. After a few weeks or even days your site will be penalized by Google.

You will loose all your rankings and traffic. Moreover I've heard that sometimes Google may also deindex your site completely.

I think its a big risk by going after such gigs.

This is not correct or I would do for competitors. They are not good links by default but I suppose it is in context of other backlinks you have pointing to your website.

If you asking this question you need to do more research, avoid fivver until you have a strong understanding of what you need to do to rank... actually better yet, avoid it... until you can rank stuff by yourself.

Most people will buy 1000 link package with all the same keywords and get a over-optimized penalty on their website....

There is no short cut when it comes to SEO. The old adage ' if it's too good to be true then.... '.

seems almost impossible to rank without a load of backlinks though

If you go with the trusted gigs from the trusted people you may be fine, however, if the gig sounds too unnatural, you might get in trouble and lose your hard work. Choose wisely.

It depends on few things. How good the gig website is? You should check its DA, content quality, relevancy to your niche etc. If you buy a link from tech blog for your shoe store, it's really bad choice. Second is link pattern and content (whatever you provide or they write). Never create a link pattern, always vary your anchor text and context of the link. Don't give one article to more than one person. Content must be unique. That way you will be secure from penalty. In case, Google mark any blog as spam, it will just ignore that link. But if there is any link pattern, you will be in trouble.
