    The links from relevant category is good. Better to submit in links which have domain authority(DA) greater than 40.Now google is not showing page rank.

    Both are important from my point of view, high quality links that means the link domain should authoritative, qualitative, trustworthy.
    High pr is no more available now for general public that means you or any other can not see the PR of the domain now, it is permanently close by Google. They internally use PR for rank or other purpose of website.
