Quick question. Lets take social bookmarks for example. Lets say I bookmark my URL to 40 bookmarking sites. Only 3 are indexed when I put my URL into google. Are the other 37 sites still considered backlinks by google..or are only the 3 indexed sites count?

I think they would still count.

try typing your exact backlink and any information relevant to it in Google or play around to see if Google has picked up the backlinks - reverse the situation if that makes sense.

What Google displays publicly is not the same as their internal data

Not all of the pages that links your website from those bookmarking sites will be indexed by Google - as Google already said they don't index almost 50% of url since they don't have unique contents.

However, most of the social bookmarking site allow nofollow backlinks ... that means SE bots won't visit your site through their links. So you need to use mostly dofollow sites ... here is a list of dofollow social bookmarking websites.

If you can help it, it is best to get links from indexed or cached pages because you know that it is showing up in Google results so therefore you know submitting there will be worth your time. With that said though the above statements are right that you don't know what links they have indexed and which one's they have not. Stick with as many do-follow links as possible, but keep in mind some of the no-follow backlink places can provide excellent sources for traffic, while also exposing your website to other blog owners or websites who may end up providing a do-follow link to your website from their website.
