How do agencies gain backlinks in 2016?

So besides getting most of their backlinks from their client websites, directories, citation listings, and social media, what other sites do agencies get backlinks from?
I ask this because if you have 60 backlinks pointing to you but you are not ranking for a targeted keyterm because most of your backlink anchor text are branded keyterms and you cannot change them, how do you improve your backlink profile so that your backlink anchor text focuses more on keywords you want to rank for?
Considering that the on-page is already good.
