The link appears to work fine in my browser, but I'm getting 403 broken link alerts in an SEMrush report. Is this having an effect on my seo, or is it just that SEMrush can't spider the link, and if so can that be fixed within SEMrush or how?

The broken link is, Ecobox Heating Ltd - Plumber, Renewable Energy based in Harwell Oxford, Oxfordshire.

403 links are not broken.....they are not allowing access during certain situations.

They might be a link that has a typo that changes the link to a forbidden part of your website.

Sometimes you can't get to some parts of your website just by typing in or clicking on a url.
That's a server setting. You must navigate the site using links provided. That's actually normal.

Looking at the page, it appears to not have a proper extension related the above problems.
You have it looking like a directory, not something that is a page in the directory/folder.

Sometimes the server blocks various things to view the content of a directory or folder.

That "page" url ends in a "/" making it appear as a folder or a directory.

The server setting would have to be changed.

Perhaps normal surfers can surf in directly and view it, but bots or other things cannot.

A web server may return a 403 Forbidden HTTP status code in response to a request from a client for a web page or resource to indicate that the server can be reached and understood the request, but refuses to take any further action.

Status code 403 responses are the result of the web server being configured to deny access, for some reason, to the requested resource by the client.

A typical request that may receive a 403 Forbidden response is a get for a web page, performed by a web browser to retrieve the page for display to a user in a browser window. The web server may return a 403 Forbidden status for other types of requests as well.
