Keyword Planner Monthly searches vs Search Console impressions

I have a client who requested a focus on some keywords that I researched in Google Keyword planner. Most showed about 10 searches per month, the best showed 50, we'll call that keyphrase A. Keyphrase A does not have many impressions for our site in Search console and ranks on page 6 right now.
Looking at search console I found another related "keyphrase B" that has 200 impressions and ranks on page 2. However, when I checked keyword planner it shows only 10 monthly searches for the same time frame.
So, I am thinking keyphrase B is the one to go for because it ranks higher and we have more impressions for that query. Is this the correct way to go?
Also how is a term that is only getting searched 10 times per month in Keyword planner getting 200 impressions in a month according to Search Console for the same time frame?
