Having a big issue for SERP result

Hello everyone,

Its my first post here. Hope someone can help me with this issue. Actually problem is not mine. One of my friend is working for a website and he came to me with an issue. And i have no clue what to say. Here is the problem -

Guess the keyword is - Las Vegas Tattoo Removal

His website is ranked at top 10 now for normal search. Normal means like people from all over the world can see his website at top 10. But when someone exactly searching this keyword from Las Vegas his site is not appeared at no where. And the keyword is meant to be searched from las vegas. Its ranked at top 10 that means his method is fine so far and he also did local listing. But for that specific city its not ranked which is his target market. Can anyone point the issue? Whats wrong with it? What should he can do or i can suggest to him? Please let me know.

    First of all I hope you mean Google when you talk about ranks. Keep in mind Google will rank you differently depending on your location and what google search page you use. For example google.co.uk will show different results compared with google.fr set for showing results only in French.

      I am well aware of it. I am not talking about different countries. You didn't get my questions.

      Site is ranked for the keywords at Google.com - Las Vegas Tattoo Removal.

      Its showing rank for all tools also. But exactly when someone searching from Las Vegas that time its not appeared on the SERP. I mean like when you will search it from New York or wherever you are its showing rank perfectly. But the exact keyword not showing rank from Las Vegas which is the main targeted city. Do you get my point? If you have any clue please let me know.
