Is a list in a different order classed as duplicate page content by google

for example, I am trying to rank for local sub area's that I serve for a local business, these are all the small area's that make up a large city.

I have them at the bottom of my homepage as: Area's I Serve.

If I was to put these into random orders, and submit them on each of my main pages (around 6 pages), would google still see this as trying to rank for these area's unethically?
