Need Optimization Advice on Pay-Per-Call Sites

I have a client who owns a pay-per-call site who offered me a commission per successful call from the site to his business partner line. Aside from my salary doing SEO for his site I'm a bit uneasy on how to improve my commission per successful calls which will open a way for me to earn more profit. I have have access to his call tracking system that will enable me to keep an eye on how I stand in my progress.
I won't have an issue when it comes to ranking the site "target keywords". What I need is an optimization advice on CTA positioning and other stuffs that I don't know how to improve the Pay-Per-Call rate. Especially on how and where it will appear on mobile devices.
Is there a pop-up newsletter like way to do this? Like when they visit the site they will be notified if they want to call or not to call the number?
