Every offpage seo technique is important but we need to learn about it's limitation. Now these days, we can ignore directory submission and low authority social bookmarking websites in the off page seo. All other off page seo techniques are superb and must use for link building.

No starting off page seo beforehand will not be a good idea and you may not be able to properly utilize the seo bags, metas and titles.

I would recommend making sure that your onpage metadata is finished before you start doing off site SEO. Make sure that your meta tags are adjusted to the way you want them. After you are satisified with your meta tags, you can start doing some SEO off site. Get some quality backlinks to your website with the keywords you want to rank for, and make sure that you continue to create content on your website so that you can get maximum ranking improvement in Google.

You should start off page as soon as possible, you can update on the on page SEO as you go along.

The thumb of rule is to do On-page SEO when you are writing your content. You will be adding tags to the images and post. I recommend the use of any SEO plugins (I use SEO by Yoast). It allows you to manage on-site SEO much easier.

off-page and on-page are two man portions of SEO.. Its alright if you start the offpage first.. but its always recommended to complete on page first and then start off-page(link building)..
