I want to find low competitive keywords with a good average monthly search volume. My question is what exactly is considered a "good average monthly search volume"

Is monthly search volume of more than 1000 considered a good keyword?

Unless if the 1,000 monthly search is a laser target keywords such as product name or something of that nature. Otherwise, i advice you aim for 4,500+.
Remember, there are over 10 competitors that will partake in the traffic share including advertisers if there is any.

If you are looking at running a PPC campaign then the "Competition" bar in Google planner is absolutely fine otherwise you may need to go extra miles to determine keyword competition for free organic traffic.

I recommend tools like Traffic Travis for the organic keyword competition check.

Keep in mind that Google ranks individual pages, not entire websites. Each page of your website is a unique opportunity to try to rank for a totally different keyword phrase. We would never build a website with our main goal of ranking for a KW phrase that only got 1,000 searches per month. We would target that phrase for a single page on a website with many pages that all are targeting phrases with at least 1,000 searches, though. If you have 20 pages on your site targeting similarly searched for numbers, that's 666 searches per day.

My main concern is that the headline for this thread is "How to find low competitive keywords in Google keyword planner?" The number of searches has nothing to so with how competitive a search phrase is and AdWords does not provide any data for how competitive a KW phrase is to rank for organically.

If you are looking for keyword difficulty, I suggest you to try with tools like Long Tail Platinum, and the like. I have always used this tool to find low competition keywords if I wanted to rank anything with organic growth,
