Difficulties wrapping my ahead around Silo structuring

I've read tons of articles and watched a few videos about silo structuring, but I am having trouble applying it to my site specifically. I think it may be too broad and that is why I am having trouble.

Let's use insurance as an example.

The main first tier silo pages will be: Insurance rates, Insurance companies

Now next we'll work on Insurance rates, so let's say we do Construction insurance rates and cheapest auto insurance rates.

Now we work on Insurance companies. Underneath it we do Construction insurance companies, and auto insurance companies.

So, now I'm a bit torn. Is it better to organize it by construction insurance and auto insurance and maybe do the first silo just Construction insurance. Then in that silo do Construction insurance companies, construction insurance rates... etc.

Hopefully this makes sense to someone...

    Honestly, you could do it either way.

    Personally, I would probably do a silo about auto insurance and a silo about construction insurance. I like that organization better.

    SEO-wise, neither option is better than the other.
