What are the best current on page SEO factors.

Hi all, Im just looking for your thoughts on what are the best on page SEO factors at the moment? I realize that no-one knows one hundred per cent what googles current criteria is, and where each factor ranks on it. But of you guys would be so kind as to give me any idea about say, the top 5 on page factors I should be focusing on in order to get the best return for my time in terms of boosting my page up the rankings itd be hugely appreciated.
Ive gone on a few times in previous posts about how much I appreciate how willing people on this forum are to help those of lesser knowledge like myself. But thanks again.

    Some tips on On-page SEO:

    1) wrap title with <h1> tag and start title tag with your keyword
    2) drop your keyword in first 100 words
    3) Use outbound links to related pages and add 2-3 internal links to every post
    4) Responsive design
    5) Boost site speed

    1. First to write a Title ant it must be 70 character . this is the rules : <title> your title </title >
    2. meta description it should be 155 to 160 the rules is <meta name ="description "content ="here is your text ">
    3. meta keyword rules is <meta name ="keywords " content ="input your keyword ">
    4. content write care fully ant it must be 450 word .
    5. keyword density . it carries 2% all your content .
    6. header tag must me <H2>I <H3>
